There are no differences in size, design, features or functionality between the various storage sizes aside from the amount of data they can hold. Because the devices use flash-based memory instead of traditional spinning-platter hard drives, even differences in weight are almost nonexistent.
Your type of business -- or the role of the employee who will be using the iPad -- may determine the storage needs for the device. Documents such as word-processing files, spreadsheets and stored email messages generally require a relatively minuscule amount of storage. For an accountant with thousands of spreadsheets and not much else, 32GB might well be plenty. Media files and certain other file types take up far more space so, for example, a realtor who takes a ton of photo and video footage will likely want a 64GB model.
Any app you purchase on an iPad will work the same regardless of the device's storage size. Generally, apps themselves don't use up much storage -- but their content can. If the program is used to create or store media, for instance, it'll likely require a lot of memory to store your work.
On the plus side, apps -- and with them their associated files -- are easy to delete if you do need to free some space.
